His Majesty's Minister at Peking that he accepts his view
that as parties to the Hukuang Railways Loan Agreement of
1911, the French, German and American groups are entitled
by Article 19 to participate in any loan to the Chinese
Government for the extension of the Hukuang Railway from
the borders of Hunan south to Canton.
I am to suggest that, if Mr. Secretary Harcourt sees
fit, he should inform the Government of Hongkong accordingly.
